The APS allows municipalities to issue penalty notices for certain bylaw infractions, such as parking violations, property issues and animal control, without going to court. This makes it faster and easier to resolve issues. If someone wants to dispute a penalty, they can do so through a screening and hearing officer instead of the court.
The APS helps lower costs, ease pressure on the court system and provides residents with a faster, more user-friendly way to contest penalties through administrative hearings. It also supports better service satisfaction and stronger community compliance.
