Running for a seat on Council can be relatively simple. The rules that govern who can run and how to run an election campaign can be found in any Municipal Clerk's office in Ontario.

Filing Nominations Requirements
Proof of identity, qualifying address and Canadian citizenship
Completed nomination Paper (Form 1)
Endorsement of Nomination forms (Form 2) - completed with at least 25 signatures
To have the prescribed fee in either cash, debit card, certified cheque or money order for the office of candidacy.
